Panama and Costa Rico have arrested the migrant smugglers.
About 40 of them are not in the lockup.

An investigation that lasted more than a year revealed that the organization charged each migrant $14,000 to $25,000 to take them to the United States, said Costa Rican Security Minister Michael Soto.
If the migrants could have that much of money, why they did not want to stay back to open up new ventures?
They can pull all the resources together.
